De twee 15-jarige meisjes Lily (Juno Temple) en Alison (Kay Panabaker) wonen aan Salton Sea, een zwaar vervuild meer in het midden van een woestijn in Californië. Wat eens een oase voor de rijken der aarde was, is nu een spookstad met woonwagens, verlaten hotels en stranden, bezaaid met dode vissen en vogels. Wanneer de meisjes de drie oudere skaters David, Jesse en Louis uit Los Angeles ontmoeten, haalt Lily Alison over om een auto te stelen en de jongens te volgen naar de 'Stad der Engelen'. Eenmaal daar aangekomen, komen ze terecht in een wereld van kleine criminaliteit en blijkt alles niet zo rooskleurig te zijn als ze verwacht hadden.
